My dear Cowell,
In my personal letter
of the 23rd November,I said that I would wait until
until the Governor's despatch was received before
I replied to the report of the Hong Kong Committee
on Mui Tsai. My idea was to avoid complications,
but I am afraid that it was a mistake on my part.
It would be improper for me to comment upon any
statement made by the Governor: on the other hand,
I have the right to reply to the Committee's
observations on my memorandum.
I propose therefore
to write in formally in the course of the next day
or two,in further reply to the official letter
No 53502/35 of the 20th November.
